Originally developed in Pembrokeshire, Wales, the Pembroke Welsh corgi got its name. It is believed that the Cardigan Welsh corgi breed was used to develop the Pembroke Welsh corgi, which is the older of the two corgi breeds. Some have suggested Pembroke's arrival into Wales was associated with a group of Flemish weavers around the 10th century, or it was rooted in Swedish Valhunds that the Vikings introduced to Wales.
It is safe to say that corgis are of Celtic origin. Cor is a Celtic word that means dwarf and gi means dog. Whichever meaning the word corgi has, it was originally used as farm dogs suitable for handling cattle. The low stature of these animals allows them to grab cattle by the heels and then duck so they do not get kicked. They were small dogs which put them at a lower cost to maintain. Moreover, they were free of taxes because they had a docked or naturally bobbed tail, so they were considered working dogs.
