However, there is still an enormous difficulty for regulatory means and for the State itself to understand digital communications and interpret them in ethical laws for the population and companies. In order to bring more security to users and guarantee punishment for cybercriminals, the Marco Civil da Internet was created .

In August 2011, PL 2126/11 was presented , which would come to be known as Marco Civil da Internet. Basically, the bill aims to stipulate guidelines for rights, duties, principles and guarantees for the use of the internet in national territory.  

Contrary to what many may think, the Marco Civil da Internet does not only impact telecommunications companies, digital businesses, entertainment, technology startups, digital education, etc. Perhaps the impact on these segments will be greater, but all companies need to adapt.
