Immigration, Refugees and Citizenship Canada (IRCC) released details on how foreign students should be accepted under the current two-stage, Canadian study process.

COVID-19 made it very difficult to receive certificates that foreign students require for Canadian study permits. There are also several foreign students shut down from the Canadian border. Students will only be exempt from travel restrictions if they have issued their study permits before 18 March.

New intervention will benefit students

IRCC recently released a new procedure to allow students to receive a study permit for the academic year autumn 2020.

The two-step approval process allows international students to start their semesters online even without a study permit. The immigration department has equipped its officers with updated guidance about how to cope with sudden changes. IRCC has already announced that it is seeking to process applications for permits for research as quickly as possible.

International students must apply the following in order to receive a research licence:

• Acceptance letter;

• Certificate of Acceptance of Quebec (for students from Quebec only);

• Fund proof;

• proof that they will leave Canada when they are no longer legally temporary or permanent;

• Some family association with Canada;

• Immigration officers shall evaluate these applications at their discretion and give pre-approval. At this point, international students will start studying.

Standard Student Direct Stream specifications

International students studying on the Student Direct Stream (SDS) only qualify for the accelerated study permit program if they can apply in full.

They must otherwise apply for the SDS in the regular process or wait for all necessary documents to be qualified for the SDS to be issued. IRCC also says delays could occur.

The SDS aims to process permits for study within 20 days. International students from China , India, Morocco, Pakistan, Philippines, Senegal and Vietnam are currently qualifying.

Virtual training is now valid for a work permit after graduation

If students choose to carry out their Study in Canada, a full study license is required and a post graduation work permit (PGWP) will ultimately be required to work in the country after graduation.

Previously, IRCC adjusted the criteria for PGWP eligibility when approved educational institutions updated their online in-class programs. Foreign students are now able to do half of their online curriculum and continue to earn a work permit that allows them to live in Canada for at least 3 more years.

PGWP is important as it allows foreign students to gain Canadian job experience that they also need to apply for a permanent residency in Canada. Express entry and the Provincial Nominee Program (PNP) are among many immigration pathways for international students who study Canada and acquire qualified experience.

The first phase is a standard study-authorisation process. International students must offer:

• Acceptance letter

• proof that they will leave Canada because they have temporary or permanent legal status

• Quebec Acceptance Certificate (for Quebec students);

• Fund proof

• Canada's family ties
