 “Hundreds of thousands” of Ukrainian citizens have been interrogated, detained and forcibly deported to Russia overseen by officials from Russia’s presidency in “a series of horrors”, on Wednesday the U.S. said that it has evidence. 

It the latest invention in a Western disinformation campaign Russia immediately dismissed the allegation as “fantasy”.

The charge came during a Security Council meeting by the United States and Albania to discuss Russia’s “filtration operations”. 

A series of “filtration points” through where treatment allegedly ranges from data collection, interrogations, and strip searches to being yanked aside, tortured, sent to a detention center in Russia and never seen again in their homeland and thus being moved to Russia that involves Ukrainians voluntarily fleeing the war passing.

“These operations deemed insufficiently compliant or compatible with its control to identify individuals in Russia”, said by Thomas-Greenfiled. “  There is mounting and credible evidence that those considered threatening to Russian control because perceived pro-Ukrainian leanings have ‘disappeared’ or are further detained.”

Moreover, she added that Russia’s presidency is not only coordinating filtration operations but also is providing lists of Ukrainians for filtration to be targeted.

Thousands of children have been subject to filtration, she said estimates indicate, “before being put up for adoption in Russia some separated from their families and taken from orphanages.” 

According to U.S. information she said that, just in July “more than 1,800 children were transferred from Russian-controlled areas of Ukraine to Russia”.

Vassily Nebenzia, known as Russia’s U.N. ambassador, accused the West of trying to besmirch his country.

Including 600,000 children, he said more than 3.7 million Ukrainians, have gone to Russia or in eastern Ukraine Russian-controlled separatist areas, but they “aren’t being kept in prisons.”

He said, “Nobody is preventing them from moving or preventing them leaving the country” and in Russia they are living freely and voluntarily.

Similar to that for Ukrainian refugees in Poland and other countries in the European Union Nebenzia said those Ukrainians went through “a registration rather than filtration procedure”.

“Talking about the latest conjectures and fantasies we’ve wasted time” since Wednesday, On Thursday, Russia is proposing that the Security Council hold a meeting. He said, “International peace and security are real threats caused by the supply of arms and military goods to Ukraine by foriegn states”.   

For Thursday afternoon French Ambassador Nicolas De Riviere, the current council president, scheduled the meeting. 

It will be the third consecutive Security Council meeting in Ukraine. At Russia’s request the council held a meeting to hear about the situation at the Zaporizhzhia nuclear plant on Tuesday in southeastern Ukraine. 

Of shelling the facility and threatening a possible nuclear catastrophe Ukraine and Russia have accused each other.

Thomas-Greenfield said that “there’s a simple way to know if any of this is true” but the United States knew Russia would deny using filtration. 

She told Nebenzia and other council members that “Let the United Nations comes in”. “Give the independent observers access. Give NGOs access. Allow humanitarian access. What Is going on let the world see.”

Rosemary DiCarlo, known as U.N. political chief, called for investigations of the “extremely disturbing” and persistent allegations “of forced displacement, deportation and so-called filtration camps’ run by the affiliated local forces and Russian Federation.” 

For U.N. access to Ukrainians she called for living in Russian-controlled areas and reiterated that the International Committee of the Red Cross and in Ukraine the U.N. Human Rights Monitoring Mission “in relation to the ongoing war must have unimpeded access to all individuals detained.”

“In the Russian Federation of Ukrainian prisoners of war and detainees this includes access to places of internment”, she said. “With their obligations under international law the conflict must fully abide by both sides.”

Ilze Brands Kehris, for human rights the U.N. assistant secretary-general, urged Russia to provide her Geneva-based office access to all places of detention. 

In Russia, including its nationality, she added that any adoptions of Ukrainian children would violate the Geneva Convention prohibiting the change of a child’s personal status. 

Russian armed forces and affiliated armed groups subject civilians according to credible reports to “filtration” security checks, Kehris said the U.N. human rights office “has verified” which it received result in numerous human rights violations, including the rights to personal security, liberty and privacy.

Kehris said that the human rights office has documented that Russian troops and their affiliates subject Ukrainians to body searches sometimes that include interrogations about their personal background, political views and allegiances, family ties, nudity and examinations of mobile devices. 

To having ties to Ukraine’s military or government the office has also documented that men and women perceived, or as having pro-Ukrainian or anti-Russian views “were subjected to arbitrary detention, torture, ill-treatment and forced-disappearance” and were transferred to penal colonies, Kehris said.
