Announcing the decision, UEFA President Alexander Čeferin stated:
I think we can all agree that we hope to see each other again this year as we have just endured. The fans had to suffer for more than 12 months without being able to see their teams alive and reaching the Champions League final which is the club's football title. Depriving those fans of the opportunity to see the game in person was not an option and I am glad that this loosening has been achieved.
After a year of fans cheering, it's not fair that they don't have a chance to watch their teams in the big game of the season.
