Character balance is a tricky thing to maintain. The blowtorch is additionally being weakened so that it's more difficult to cut through guards which have barbed wire. Essentially it will now take twice as long to make it through those barriers. 
The post also notes some tips and feedback included having Maverick run out of fuel quicker for your blowtorch and to have a shorter range, forcing him to remain up close to a wall and invest a little more time on it.
