One of the more affordable targets is a clay pigeon. Made from clay, these are traditionally thrown or launched into the air and shot with a shotgun. However, you can also set them up on a berm as a small, challenging target. Unlike polymer, however, they will only survive a shot or two from a handgun or rifle before breaking beyond usefulness.
