Which Previous Program Does CFSS Replace?

Whether you are a participant of the Personal Care Assistance (PCA) program or the Consumer Support Grant (CSG), you will soon be offered a new program called Community First Services and Supports (CFSS). This will replace the PCA and the CSG. The CFSS will allow people who are eligible to receive more services in a more flexible way. Those who are eligible will be able to choose the degree of management of their support workers and budget. This will provide them with more choices for their services and help them achieve independence.

 

This new statewide assistance program will provide people with the tools they need to live independently in their communities. It will provide support and assistance with instrumental activities of daily living, and it will offer backup systems for those who need additional support. Those who are enrolled in CFSS will have access to twice as much money as they are currently receiving in the PCA or CSG programs. They will also be able to purchase goods to help them become more independent.

 

In Minnesota, DHS will implement Community First Services and Supports, which will replace the Personal Care Assistance program, as part of its 2020 Program. This program will begin implementation upon federal approval. During the year, DHS plans to gradually transition participants from the PCA program to CFSS. This will ensure continuity of services and prevent disruption. During this time, DHS will communicate with those who are currently providing PCA services and work to make sure that their transition is seamless. DHS will issue a Request for Proposals (RFP) for CFSS in the future. This RFP will be open to agencies that wish to provide consultation. There are two delivery models for CFSS: the agency model and the budget model. In the agency model, a person who is enrolled in the CFSS program will work with a Consultation Services provider to write a service delivery plan. The Consultation Services provider will then be able to work with the participant to identify the best delivery model. During this process, the participant will also receive education and training on CFSS. The participant will then select an agency to serve as the worker's employer.
