The Government of India has issued Quality Control Order (QCOs) which mandate BIS certification for various categories of footwear such as Leather safety footwear with direct molded PVC sole, Sports footwear, High ankle tactical boots with PU-Rubber sole, Antiriot shoes, and General-purpose shoes, meaning that manufacturers of footwear covered under these QCOs must obtain BIS certification for footwear before being sold in India.

Footwear Manufacturers are required to have their products tested in BIS-accredited laboratories to ensure compliance with the prescribed standards. In addition, BIS conducts factory audits to ensure that manufacturers have implemented the necessary quality control measures. 

Manufacturers of footwear need to register on the BIS portal and submit the necessary documents including product information, manufacturing process and other relevant information. After passing the tests and audits, BIS grants the manufacturer a license to use ISI mark on footwear.
