BIS Certification for toys- Overview
The Department of Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, and the Indian Government have issued the Toys (Quality Control) Order, 2020 under Section 16 of the BIS Act, 2016. The Order requires that toys intended for children below 14 years of age must comply with seven Indian Toy Safety Standards (which specify the physical, chemical and electrical safety requirements for toys) and bear the ISI mark under a BIS license. The Order came into effect on January 1, 2021. BIS certification for toys regulation prohibits the manufacture, import, sale, distribution, storage, rental, lease or exhibition for sale of toys that do not comply with Indian standards and do not bear the "ISI" mark under a BIS license.
BIS grants licenses to toy manufacturers to use the ISI mark. BIS registration for toys is granted based on an assessment of manufacturing and testing capabilities conducted during factory visits and tests conducted in BIS recognized laboratories or BIS certified laboratories conforming to Indian standards. Toys meet various physical, chemical and electrical safety requirements to ensure child safety. For example, toys are tested to ensure they are free of choking hazards, have no sharp points or edges that could injure a child, and that concentrations of certain toxic elements such as arsenic, chromium and lead are within safe limits.
