According to engineering theory, a fire system should be designed based on the total fire load of an infrastructure. Calorimetric values for all flammable substances present are factored into this fire load calculation.
Calculation methods can include weight based, inventory based, or a combination of both based on the case-to-case situation. Other exercises that contribute to the better design of a fire system include categorizing the fire load into various categories, allocating fire fighting equipment and resources based on the respective loads of different areas, etc.
