How to change country or region in Google play store?
First, sign in to your Google Wallet account for which you want to manage your payment methods.
Next, delete all your payment methods from Google wallet and then just add a card with billing address in your desired country.
Open Google Play Store and search for application to download and install.
Click to start downloading unless you get the "Accept and buy" option.
Close the Play Store and clear the data for Google Play Store application.
Restart Play Store.

Open the wallet.google.com website in any installed browser.
Go to Settings and then return home address.Google Play Customer Service

Once you have removed the old address, you must be prompted to accept the new terms and conditions for the new country.
