How to Become a Site Safety Coordinator in NYC

All construction sites in New York City (NYC) must have a licensed professional on-site who is certified by the Department of Buildings (DOB) to supervise Site Safety.

There are three types of licenses and certifications that are issued to Site Safety professionals:

Site Safety Manager: required to oversee safety on construction sites of buildings 15 stories and higher in NYCSite Safety Coordinator: required to oversee safety on construction sites 10-14 stories in NYC.Construction Superintendent: required to oversee safety on construction sites up to 9 stories in NYC.

A certified Site Safety Coordinator is required on new buildings 10 to 14 stories under construction or demolition.

What is Required to Become a Site Safety Coordinator

There are several steps that need to be taken to become a Site Safety Coordinator. You must be able to show the following:

Step 1: Required Qualifications

To obtain a Site Safety Coordinator Certificate, you must meet all of the following qualifications:

Be at least 18 years oldBe able to read and write the English languageHave good moral character so as not to adversely impact your ability to perform your duties and responsibilitiesHave completed a DOB-approved 40-hour site safety coursePossess a valid Supervisor Site Safety Training (SST) card

Step 2: Certification Qualifications

To be eligible to apply for the Site Safety Coordinator license, you also must meet at least one of the following conditions:

Be a NYS Professional Engineer or Registered Architect and have 2 years of experience, within previous 5 yearsSupervising workers engaged in construction or demolition at major buildings subject to a site safety plan in NYC

OR

Providing site safety oversight during the construction or demolition of major buildings in New York CityHold a Certified Safety Professional (CSP) certification from the Board of Certified Safety Professionals (BCSP) and have 2 years of experience, within previous 5 yearsSupervising workers engaged in construction or demolition at major buildings subject to a site safety plan in NYC

OR

Providing site safety oversight during the construction or demolition of major buildings in NYCHave 3 years of experience as a NYC registered Concrete Safety Manager during the construction or demolition of major buildings in New York City, within previous 7 yearsHold a Construction Health and Safety Technician (CHST) designation from the Board of Certified Safety Professionals (BCSP) and have 3 years of experience, within previous 7 yearsSupervising workers engaged in construction or demolition at major buildings subject to a site safety plan in NYC

OR

Providing site safety oversight during the construction or demolition of major buildings in NYCHave 4 years of experience within previous 7 years with 3 years supervising workers full-time in the construction or demolition of major buildings subject to a site safety planHave 5 years of experience within previous eight 8 years as a NYC DOB Code enforcement official, with 2.5 years of that experience include the inspection or major buildings for compliance with Chapter 33 of the Building Code

Step 3: Background Investigation

To become a licensed Site Safety Coordinator, you must pass a background investigation. You need to submit PDF scans of several documents via the DOB NOW Portal The following documentation is required to be submitted:

Notarized Background Investigation QuestionnaireCompleted LIC2 application,and other forms (please see the DOB website for additional forms required)LIC62: Physical Exam Form, must be completed within 90 days prior to application dateExperience Verification Forms from all supervisors for the years you are claiming as experienceSocial Security History of Earnings for the years you are claiming as experiencePhoto ID (Driver’s License or Non Driver’s License ID Card)Original Social Security CardOriginal Birth Certificate, Current Passport, or Green CardProof of Residence: utility bill, lease, or deed (cell phone bills will not be accepted).Child Support Certification Form, whether you have children or not (also for renewals)Most Recent Pay Stub or Latest W-2 StatementOriginal proof of certification as a New York State Licensed Professional (if applicable)Applicable Site Safety Manager Course CertificateOSHA Course Certificate (if applicable)Construction Health and Safety Technician Certificate and wallet card from the BCSP (if applicable)

There are also fees you would need to pay within the DOB NOW Portal:

$500 for Background Investigation Fee$100 for License Issuance Fee

Step 4: Obtaining the Registration Card

Once you submit all of the above documentation and it has been approved by the Licensing Backgrounds Unit, you can schedule an appointment to take a picture and receive the Site Safety Coordinator registration card.

How Do I Renew My Site Safety Coordinator Certification?

Before you start your renewal process, you must create an eFiling account within the DOB web site.

To complete the online renewal process, Site Safety Coordinators must submit the following documents in PDF format via the DOB NOW Portal in the BIS Options section:

Original, typewritten LIC2 License Application, LIC34 Licensing Supplemental Affidavit (if applicable), and LIC50 or LIC51 applicationCopy of your 8-Hour Site Safety Manager Refresher/Chapter 33 course or 8-Hour Site Safety Coordinator course certificate, course must have been completed within one (1) year prior to renewalLIC62: Physical Examination Form signed by a physician, completed within last 90 daysCompleted Child Support Certification FormCurrent Department-issued card$50.00 renewal fee – paid at the time of renewal via online portal$100.00 late renewal fee – (includes $50.00 renewal fee and $50.00 late fee) paid at the time of renewal via online portal. To avoid a late fee, renewal applications must be submitted 30-60 days before the expiration date indicated on the registration card.

Once these documents have been submitted and approved, you will receive your certification card by mail.
