OBC reservation in India is often discussed in terms of the 27% quota followed by most states. However, Tamil Nadu has consistently followed a broader and more inclusive model. With a total reservation of 69%, the state represents a unique social justice framework that differs significantly from the national norm.
So what makes Tamil Nadu’s reservation policy different? Let’s understand.
The National Standard: 27% OBC Quota
Across most Indian states, OBCs receive 27% reservation in education and government jobs. This is based on the recommendations of the Mandal Commission and upheld in the landmark Indra Sawhney v. Union of India judgment, which introduced the 50% cap on total reservations.
This means:
- OBC – 27%
2. SC/ST – As per state population
3. Total reservation – Generally capped at 50%
Tamil Nadu’s 69% Model
Tamil Nadu provides 69% total reservation, distributed as:
- 30% – Backward Classes (BC)
2. 20% – Most Backward Classes (MBC)
3. 18% – Scheduled Castes (SC)
4. 1% – Scheduled Tribes (ST)
This framework was protected under the 76th Constitutional Amendment Act by placing it in the Ninth Schedule of the Constitution, shielding it from routine judicial review.
Tamil Nadu’s reservation model is rooted in decades of political commitment and grassroots movements. It shows that policy backed by data and strong legal strategy can withstand national limits.
If you believe in evidence-based reservation and equitable representation, stay informed and support policy discussions that matter.
