If an SEO tactic has the following characteristics, it is considered Black Hat or Spamdexing:

These are known as Doorway or Gateway Pages.Mirror websites by hosting multiple websites, each with conceptually similar content but distinct URLs.Creating a rogue copy of a popular website that appears to a web crawler as similar to the original but redirects web surfers to unrelated or malicious websites. This is known as page hijacking.
