1. Get the car inspected thoroughly

Getting a used second-hand car inspected fully by a mechanic you trust. This will help you troubleshoot the owner before the something that you buy is complete or help you negotiate the price.

Check the insurance papers of the car you are going to buy. You can indicate if the car has met with any accidents or claims related A quick way to see this on the policy is to note the (NCB)percentage. Having high NCB is better.

Scan if the engine number and chassis no. match the number in the registration is the same.

RC Transfer of the second-hand car in your name

You should fill out and submit Form 29 & Form 30 which are issued by the RTO in the jurisdiction where you live. The form should be signed by both owner and you. If the car is registered in a different jurisdiction, then NOC from that jurisdiction's RTO will help speed the process. After submitting, the local RTOwill initiate the transfer. You will receive a receipt within and a copy of the name-changed RC within 40-45 days. Once the RC is transferred, there are a few other important things to take care of. Get the cars insurance in your name

It's important to have a valid insurance policy copy in your name as it is to get the registration transferred. If RC is registered in your name and the policy is still under the old owner's, then the insurance policy is nullified! So, it's very important to transfer the insurance in your name after buying a second-hand car.

Relocate of No Claim Bonus (NCB)

NCB is given with the insured and not insured vehicles. On the transfer of the vehicle, the insurance policy can also be transferred to the new owner but NCB cannot be transferred. The new owner has to pay the difference on account of NCB for the right balance. The original owner can use the  NCB on a new vehicle when purchased.

Basically what this means.

If you want to transfer the policy from the previous owner and have a discount on the policy, this can't be transferred to you. If you had a car in the past, and have not claimed any bonus the last insurance company you held the policy with, should have issued an NCB reserving a letter for you, which is valid for 3 years, till the time the last policy expires.   EDF Cars takes care of everything as it is one of the Best place to sell your car.

You can use this letter and apply this discount to the new policy, or adjust the pro-rated amount, in case of transferring the previous owner's policy in your name.

So even from the NCB point of view, it is best that you buy a fresh policy, in your name.
