In my opinion, it really depends on the development goals. If they're looking for something lightweight but still powerful enough to handle all their app needs, then deciding to hire Vue.js developers is the way to go.
But if they're looking for something more powerful but also need it to be less expensive (Angular is notoriously expensive), then deciding to hire Reactjs developers is the way to go.
Deciding to hire Angular developers is great if you're building complex apps or need mobile apps; React is great if you need something mobile-friendly but don't need something too heavy.
