Afternoon

This would be the second-best time of day. You will want to wait until the main heat of the day has passed. In other words, when the sun is not directly overhead. While it is still hot and the watering of the lawn may impact it slightly, it will not be as bad as the middle of the day.

Evening

This is just like mowing your lawn in the morning. The dew will be settling for the night and you will have to deal with the clumps. If you are going to mow your lawn, it should look as good as possible. This is not a good time to make that happen.
