At a summit, Naidu declared his goal was to turn Amaravati into one of the happiest cities, complete with the best infrastructure and livability standards and a dynamic economic environment. Farmers and the government entered into an arrangement for returnable developed plots in Amaravati, which is built on trust and partnership rather than on a single financial transaction. The project was launched with a donation of 33,920 acres from 27,956 farmers, making it the largest successful voluntary land pooling in history. Without any land agitation from locals, Naidu's government implemented the Land Pooling Scheme, which is now widely regarded as a best practice worldwide. The TDP Government had ruled the state for more than a decade under the presence of the founder NTR and is continued by Nara Chandrababu Naidu with a vision for the future of the state and made it possible for the future generations with the help of many Top TDP Leaders and Best TDP MLA Candidates.

Chandrababu Naidu, the 13th Chief Minister of Andhra Pradesh, has aspirations for Amaravati to become the first people-centric Smart City in India, based on livability and sustainability principles, and the happiest city in the entire world. Navigation canals surrounding the city and connections to an island in the Krishna River are two innovative elements that are now in the planning stages. For the construction of the city, the government has estimated that an investment of $2–4 billion US is required.

With a goal of housing some of the most iconic buildings, the city is planning to feature 51% green area and 10% aquatic bodies. The master plan is being produced by two Singapore government-appointed consultants, and it is being styled after Singapore. After that, additional foreign consultants and architects will be hired to give the city a global feel.
