Through the latest Citizenship (Amendment) Rules, several OCI-related processes, including registration, documentation, updates, and reissuance, have been digitised to improve efficiency and accessibility. What is an e-OCI card?
An e-OCI card is the digital version of the traditional blue OCI booklet. Instead of carrying a physical document, OCIs can now carry a digital certificate with a unique QR code that immigration authorities scan to verify its authenticity.
Who can get an electronic OCI card?
Individuals applying for OCI card may be issued an e-OCI credential as part of the government’s phased digital implementation, subject to applicable guidelines. Existing OCI cardholders will get their e-OCI Card in a phased manner during reissuance. The existing OCI cards will remain valid until they receive the digitised version.

How to get an e-OCI Card?
Follow the steps below to get your e-OCI card.
- Access the official OCI portal. Fill out Form XXVIII online.
- Provide your personal details such as email ID and phone number.
- Take a printout of the completed application form.
- Upload your latest passport and biometric scans (such as your photograph).
- e-Sign the declarations and complete the verification process.
- Pay the applicable fees.
- You will receive a unique acknowledgement number. You can use this to track the status of your application.
- Afterwards, visit your nearest VFS Global centre to submit the required documents. You can also mail the documents.
- You can now access your e-OCI on your mobile phone.
Note: Make sure the photographs are high resolution and the expressions are neutral. You must use a white background and an accurate frontal view of the face. The shoulders must be visible inside the frame.
What is the new OCI Amendment?
From now on, the application process for an OCI card can be made online. This online application is made for both inclusion and renunciation.

- All applications will be submitted online through the official OCI portal.
- The application form for registering an OCI must be made in Form XVIII electronically using the official online portal.
- After this new notification, you are not required to provide duplicate certificates.
- Presenting the e-OCI Registration
- Individuals registered as OCI must be issued a physical OCI card or an e-OCI card containing their details.
- The authorities will maintain a record of individuals registered as OCIs digitally.
- Rules for a Minor OCI Card
- OCI cards for minors must also be considered as per the amended rules.
- If the minor already has an Indian passport, he/she is not allowed to have a passport of another country.
- For a minor OCI cardholder, it is necessary to make a declaration that the minor does not have a foreign passport along with the Indian passport.
- Biometric Data and Fast Track Immigration Program
- You must provide consent to share the biometric information that will be captured for registration as an OCI cardholder.
- This will be used for registration purposes under the Fast Track Immigration Program whenever you submit the application.
- OCI Renunciation Process Online
- You are required to make a declaration for the renunciation of your OCI card by submitting Form XXXI.
- You can submit this form online on the designated portal to Foreigners Regional Registration Officers (FRRO), Indian Missions or Posts.
- Surrender of the Physical OCI Card
- If your OCI card has been issued in physical form, the original one needs to be surrendered to the authorities.
- You will receive an acknowledgement after surrendering the original OCI card.
- After the authorities cancel the registration, you are required to deliver the original OCI card.
- Changes in the Review Process of OCI Application
- You can also apply for a revision or review if you are not satisfied with the decision provided on your citizenship application.
- The review must be handled by an authority one level higher than the one specified for the disposal of the citizenship application.
- New Citizenship Rule under Section 15A
- If you have applied for an application to be reviewed under Section 15A, then the application must be disposed of by the central government.
- This must be done after providing a reasonable opportunity to the affected person who is presenting the case.
