The National Disability Insurance Scheme (NDIS) provides funding for people with disabilities to access the supports and services they require to meet their disability needs and help them work towards their goals in life. The NDIS funding is based on what is ‘reasonable and necessary’ for the participants to achieve those goals. Three types of support budgets can be funded in a participant’s NDIS plan: Core Supports budget, Capacity Building budget and Capital Supports budget.

Core Supports budget
The Core Supports budget in the NDIS plan helps the participants to carry out their daily activities and provides assistance with tasks that helps them make progress towards their NDIS goals. Core Supports budget is mostly flexible. Therefore, the participants can use the funding of one support category to pay for another if both the supports are Core Supports.

Capacity Building budget
The Capacity Building budget enables the participants to gain the skills they need to pursue their goals. The nine support categories included under the Capacity Building budget help the participants to lead a more independent life by strengthening their abilities and building new skills. Plan Management is an important support included under the Improved Life Choices category (CB Choice & Control) of the Capacity Building budget which helps the participants to expand their choice and to manage their NDIS funds effectively.

Capital Support budget
The Capital Supports budget is not very flexible. The two support categories included in this budget type are Assistive Technology and Home Modifications. Participants can access the low-cost assistive technology (e.g. Continence aids) under the Consumables category in their Core Supports budget. But unlike the Core Supports budget, the Capital Supports budget only provides funds for certain specific items like wheelchairs and vehicle modification that were talked about during their planning meeting and got approved by the NDIA.
