Two reasons are why players will get sick of it and the law is behind, but will catch up when politicians understand there is tax money to be made. Japan has been through this recently, they controlled their social games which included some gambling, and the game companies were mostly shut down. They weren't concerned about the game at all, but the money. Jagex would have asked players regarding EoC. They probably would have received dual using, which is a ability that allows for the dropping of items and emoticons. Then there would be a slower progression. If at all. These things would have made the world more peaceful. Jagex does not want to hear from players. It's as if they cannot manage buy rs 3 gold change unless it's within their control. The most recent quest seems to be appropriate in this case. The End of Extinction.
